Budget discussions in South Sudan have spotlighted concerns over the lack of a dedicated allocation for persons with disabilities.
Addressing lawmakers during the 2025/26 budget hearings, Augustino Wudu Elario raised questions about whether specific funds have been earmarked for disability programs. He cited South Sudan’s obligations under the United Nations Convention on the Rights of Persons with Disabilities, ratified in February 2023.
According to Wudu, failure to allocate targeted funding undermines efforts to reduce poverty and ensure equal participation for persons with disabilities. He stressed the need for investment in assistive devices, mobility support, and economic empowerment programs.
The Ministry of Finance and Planning responded that while no standalone allocation exists, funding is distributed across ministries serving different population groups.
The exchange reflects broader concerns about inclusive budgeting and whether vulnerable groups receive adequate financial support in national planning processes.
